Goodhart’s Law

Goodhart’s law describes a feedback effect in which a measure becomes less reliable after it is turned into a high-stakes target. People adapt through gaming, selection, effort substitution, or shifting unmeasured costs.

The lesson is not to abandon measurement, but to design metric systems that support learning. See Goodhart’s Law as a Feedback Problem.
