Water supplies require energy for pumping and treatment. Energy production can require water. Food production depends on both, while land and climate connect all three. Policies designed inside one ministry can therefore create costs elsewhere.
Material flow analysis turns broad circular-economy claims into an accounting problem: what enters a defined system, where it accumulates, how it moves, and what leaves as products, emissions, or waste.
A circular economy is often reduced to recycling. A systems view begins earlier: product purpose, material choice, durability, repair, ownership, collection, secondary markets, energy use, and total demand.

Policies often change the environment that people respond to. When households, firms, agencies, or markets adapt, the original intervention can weaken, shift costs, or generate a new problem.
Breaking carbon lock-in requires more than subsidizing a preferred technology. It requires coordinated changes to infrastructure, rules, finance, capabilities, and demand so that a new development path becomes self-reinforcing.
Cleaner technologies can exist while emissions remain stubbornly high because societies are not choosing among isolated products. They are operating within infrastructures, regulations, financial commitments, routines, and political interests built around earlier technologies.
