The tragedy of the commons describes a recurring coordination problem: individuals can receive an immediate benefit from using a shared resource while the resulting cost is distributed across the wider group and delayed into the future. A fisher gains from an additional catch today, while the loss of breeding capacity is shared across all fishers and may become visible only later.
